]]>A labour-dispute started by an Australian union and a ascending New Zealand dollar had put the production, and New Zealand’s movie industry, in risk.
The crisis came to head this week when The Hobbit’s backer, Warner Bros, flew in for talks with Mr Key.
Mr Key said that new labour laws covering the film industry would be brought in to Parliament to stop future threats and declared that The Hobbit would acquire a $US15m tax rebate and the Government would offset $US10m of Warner Bros’ marketing costs.
“I am delighted we have accomplished this outcome,” Mr Key said.

“Making the movies here will not only safeguard work for 1000s of New Zealanders, but will also allow us to follow the success of The Lord of the Rings.”
The dispute centered on a requirement by Australian-backed actors union NZ Equity that The Hobbit’s producer and director, Peter Jackson, allow for it to negotiate minimum standards for actors, which he defied.
Much of the debate depended on an obscure argument over whether workers on films such as The Hobbit were employees of the production company, which entitles them to lower limit benefits, or independent contractors.
Mr Key said today his government would change the law to clarify that actors were independent contractors, news website stuff.co.nz reported.

Peter Jackson is set to take The Hobbit abroad after a labour dispute, which he claims was started by the Australian entertainment union MEAA, trashed the country’s image with Hollywood studios.
The Hobbit has been dogged by a dispute between Jackson and the MEAA-funded actors’ union NZ Equity, which persuaded its international counterparts to boycott the production.
The director behind The Lord of the Rings trilogy, of which The Hobbit is to be a two-part prequel, said yesterday that Warner Bros executives are travelling to New Zealand next week to make arrangements to shift the production offshore.
Fran Walsh, Jackson’s partner and co-screenwriter on The Hobbit, named Britain as a possible location. “It appears we now cannot make films in our own country – even when substantial financing is available,” Jackson has said

Reports from New Zealand say the dispute has led to claims of threats and intimidation between rival camps of actors and crew, while the NZ union at the centre of the row has called Jackson a “spoilt brat”.
But the MEAA has said there is no dispute, the producers’ comments make no sense and the filming will proceed as planned.
The dispute centres on a demand by NZ Equity and by extension the MEAA, that Jackson allow it to negotiate minimum standards for actors, which the director has refused, saying it would set an unacceptable industry precedent.
Jackson last month accused the Australian union of using bully-boy tactics to widen its membership, claiming that NZ Equity represented only 200 out of 2000 Kiwi actors.
Yesterday he said that even if the ban was lifted, it would do nothing to keep the films in New Zealand because the damage to the country’s $NZ3 billion dollar ($2.3 billion) a year film industry had already been done.
Walsh said she and Jackson would attempt to keep the film in New Zealand but Warner appeared keen on using the Leavesden Studios near London, where the Harry Potter movies were filmed.
New Zealand union chief Helen Kelly said yesterday that the plans to move the production offshore were driven by money, not the dispute over union representation, with some countries offering to double New Zealand’s 15 per cent tax rebate on films. “In the end, they will go where they can get the most money,” she said.
She said Jackson was acting like a spoilt brat and suggested that he had set up the NZ Equity to take the blame for the exodus of the $US500 million production. She also accused him of organising a protest march of 1500 film technicians in Wellington on Wednesday.
Jackson denied Ms Kelly’s claims and told The Dominion Post: “Here’s Helen Kelly, who represents the workers of New Zealand, and she’s trivialising the feelings of these 1000 very concerned people and supporting an Australian union. I thought ‘God, what planet are we living on?’”
The Dominion Post reported that a meeting of actors in Auckland last night was cancelled due to rising tensions, including threatening behaviour towards actors from protesting members.
Simon Whipp, an MEAA spokesman, defended his union and rejected the media reports that the film would be moved. “We have (recently) given an unconditional guarantee that no action will be taken in respect to The Hobbit. This has been known to the production company since the weekend,” he said from Auckland.
He said the union believed that The Hobbit would proceed in New Zealand. “Currently, we understand the production is booking airplane tickets to New Zealand for the overseas performers and the whole Hobbit set has been built in here,” he said.
Mr Whipp also expressed confusion at the statements being made by the film’s producers. “We simply don’t understand why the statements were made.”
The Hobbit has already been stalled for years by wrangling over distribution rights, reported budget blowouts and financial woes at the MGM studio, prompting director Guillermo del Toro to quit earlier this year.
It received a studio green light last Saturday and is scheduled to begin filming in 3D next February. The producers have previously mentioned Scotland, Canada, Ireland and eastern Europe as possible shooting locations.
